Job Description
Horizon Recruitment is recruiting for a Senior Contracts Specialist to support major capital projects within a complex construction and infrastructure environment. This role exists to ensure critical vendor and contractor relationships are effectively managed throughout the contract lifecycle while protecting project objectives related to cost, schedule, quality, and risk. The successful candidate will serve as a key advisor to project and construction teams, leading post-award contract administration, managing claims and change orders, and supporting the successful delivery of large-scale EPC and construction contracts. Initially a 12-month contract term, this role is expected to offer long term opportunities and is an excellent opportunity for an experienced contract professional who thrives in complex project environments and enjoys balancing commercial, legal, and operational considerations.
Responsibilities
- Lead post-award contract management activities for major EPC, construction, engineering, and service contracts
- Act as the owner's representative in commercial discussions, negotiations, and contract administration matters
- Manage complex contractor and supplier relationships throughout the project lifecycle
- Negotiate and administer change orders, claims, scope modifications, and commercial disputes
- Assess contractual risks and develop mitigation strategies to protect project objectives
- Monitor contractor performance against contractual obligations, schedules, budgets, and quality requirements
- Collaborate with project managers, engineers, construction managers, legal counsel, and procurement teams to resolve contract issues
- Review and evaluate contractor claims, entitlement positions, schedule impacts, and commercial submissions
- Manage progress payment approvals and support financial forecasting activities
- Track contract performance metrics, budgets, commitments, and schedule impacts
- Support the development of scopes of work, commercial strategies, and tender documentation
- Prepare contract reporting and provide recommendations to project leadership
- Ensure compliance with contract governance requirements, policies, and industry best practices
- Identify opportunities to improve supplier performance and strengthen contract outcomes
Requirements
- 10+ years of progressive contract management experience within construction, infrastructure, utilities, mining, energy, or other capital project environments
- Extensive experience managing large EPC, EPCM, construction services, or engineering contracts
- Demonstrated expertise in claims management, dispute resolution, and major change order negotiations
- Strong understanding of contract law, commercial risk management, and contract administration practices
- Experience supporting large-scale capital projects from execution through closeout
- Ability to interpret complex contractual language and assess commercial implications
- Proven track record managing multiple stakeholders in complex project environments
- Strong negotiation, communication, and relationship management skills
- Advanced proficiency with Microsoft Office applications, including Excel, Word, and PowerPoint
