We are looking for an experienced Project Procurement Manager for our Procurement and Contract Management team. Reporting to the Director, Project Procurement and Subcontracts Management, the Project Procurement Manager supports projects from the proposal stage to the contract close in order to ensure proper risk assessment, contract flow-down, special T&Cs, supplier identification, RFx process, guaranties management, negotiations, contract administration, change and claim management, supplier monitoring and contract close-out.
Responsibilities for this position include:
- Manage a team of Procurement Specialists
- Responsible for compliance to the Procurement and Contract Management policies and procedures
- Responsible for and directs all phases of the procurement process requests for proposals, subcontract management plans, negotiation strategy, purchase order management, contract administration and contract close outs.
- Manage, and be accountable for, the overall performance and compliance of supplier(s)
- Ensure supplier requirements are executed achieving favourable conditions and consistency with technical, contractual requirements, cost and performance (quality and delivery) requirements
- Engage and communicate efficiently with internal Stakeholders
- Generate/review RFQs, ensuring bid and project requirements are captured
- Create accurate procurement estimates, covering labour, and material to the proposal team
- Negotiation of supplier contracts, including appropriate customer flow down, to support Project budget constraints and achieve timely performance whilst minimising risks and maximising opportunities
- Review and monitor supplier financial stability, identify risk areas prior to engagement and recognise trigger points where further analysis would be required
- Prepare and manage project audits on the procurement procedures
Requirements and skills
- Bachelor's degree in business, supply chain management, or related education
- Proven working experience as a Procurement Manager or Head of Procurement
- Fluent in both French and English
- Experience of contract reviews and understanding of commercial clauses
- Experience in claim management
- Talent in negotiations and networking
- Aptitude in decision-making
- Experience in collecting and analyzing data
- Strong leadership capabilities
- Ability to work in a fast-paced environment
- Good knowledge of Oracle is an asset
